Will the crome rust if I’m a damp environment (looking for something for a boat) and what is the weight capacity for these hinges?

It is just steel, so yes, they will eventually rust if you are in a damp environment or by the coast. They don't come in any other material though, so it is what it is, they are cheap enough to be able to replace every so often as needed.
